LOS ANGELES — A sweeping effort to tax and regulate marijuana in California moved one step closer to realization Wednesday, qualifying for the November ballot after organizers submitted nearly double the number of necessary signatures.Tax Cannabis 2010, the group behind the initiative, gathered nearly 700,000 signatures across California, well over the 434,000 needed to qualify.The measure, if approved by voters this fall, would legalize consumption of marijuana for adults over age 21.
